Saw a few days back some anon trying to recreate the twapix anon style, I think I cracked the code, and has less to do with the loras than I thought.
I did not use the same model as his because proof of concept and also I didn't have it kek
Any ways key points
Do no use VAE and when doing hires fix keep the denoising below 0.5 (He usually uses 0.45)
Another trick is dark skin, it tends to be brighter by default hiding the paleness of not having a VAE
Also having a VAE can be too distractive due to the saturation
Here is an example with NAI vae (the most desaturated one)

But don't be fooled, the fuzziness of the picture comes from the low denoising when you highres fix, without the highres you can not get that look.

I tried with another combination of loras just because (This one neede 0.48 denoising to not be too pixelated)
