Tried again, this time using

>ffmpeg -i sora_wink2.webm -vf "crop=768:720:0:0" -c:v libvpx -an -b:v 8500k -crf 4 sora_wink3.webm

I remember having tried setting the bitrate to something like 100m back then but it seems it only actually accepts values in k which is why the quality was getting destroyed anyway, I just hadn't noticed it. It still does get destroyed with fairly high bitrate which is why I had to set it to some ridiculous value and slowly reduce from there.
