In character, yeah. But when they do offline shit, her 3D model would reflect her real height. Unless she's an actual midget there's no way her model won't be stretched upwards and look too tall. Luna is an actual small Japanese girl (American sizes >>> Japan sizes) and even her model looks too big for someone who's supposed to be the smallest Holo.
