Some are good but they're responsible for popularizing streaming as main Vtuber content, often low effort commentary over random games, making higher effort short videos/skits/performances completely disappear

It's actually the opposite, there are tons more streamers than vtubers so your logic of "high quality content" would apply there too.

And the possibility of acting a character for entertainment is heavily reducer while streaming vs edited videos where you can really work on that part better. Sad that it became rare nowadays but still.
