I don't really understand why Umbrella wasted money and time keeping developing more dangerous and harder to control strains of the Progenitor virus for ther BOW program after hitting jackpot with the Hunter

>intelligent
>easy to mass produce
>actually possible to tame and train
Nemesis was close to the Hunter success but much harder to produce and train (brain washing conditioning is neccessary as Nemesis tyrant have a self consciousness of their own)
