If it dies, it dies and if it reaches bump limit, it reaches bump limit. Any subsequent threads made are entirely up to you, I only claim the one I outlined at the start.

What about binding the blessing not to /mhm/ as a whole, but to their ruler only? Something along the lines of "those who serve me and my country shall bathe in the blessing bestowed upon me". Helps that ruler/lineage consolidate power and deepens the ties with your country even more, as the blessing might have to be reapplied over time.

Pretty sure that's all him, but whatever. I would rather tell him outright that his help isn't needed than give him some sort of false hope that he is contributing to anything I might write. That, imo, is much more cruel than anything I might say to him. Because I have seen his ideas get mostly ignored for months now, and honestly, with a good reason. They are weird, specific and completely unrelated to basically anything.
He had a good thing going on for a while there, what with the crop evaluations and stuff, and then he just devolved into this.
