Well, still nothing on Ototoy, so I did a ton of searching and finally came across a service selling it lossless & DRM-free: Qobuz

As an added bonus, they offer it in 24bit/48kHz (compared to 16bit/44kHz of FLAC on Ototoy).
I took a look to see if they offered any other Nijisanji music, and got nada. I'm guessing b2 used a different distribution service to offer it to music sites, versus the usual Tunecore used by JP corpos like Niji.
