The Pantheon enemies (the regular mobs with large red eye helmets) are actually captured and repurposed reploids and human beings.
Concept art shows that the helmet acts like a Facehugger that brainwashes and controls them. That's why some of them spill out blood when you cut them down. The blood is much more obvious in the Japanese uncensored version.
