Lets be frank here.
HoloEN can't be run like HoloJP.
You can't do the big events because there's no access to the facilities needed for it, you can't do the product placements because only G-Fuel, RAID SHADOW LEGENDS and Tenga would be willing to buy that adspace, you can't do a lot of licensing or appearances outside of anime cons since anime is cringe in the eyes of western normies.
The list of things HoloEN can't do is long.

Basically all HoloEN can reliably do is stream. You got outliers like Mori who got that sigma grindset and autistic focus on a single thing going for them.
But you can't do that with all of them and Mori has been twisting Covers arms on this since day one.
So. Wut do?
You believe the average VT poster the answer is "MORE KAWAII VIRGIN ANIME GIRLS!" but realistically what will this accomplish? If the existing two gens can't seperate you from your money then no girl that they're willing to actually hire is going to do it.
So we get some boys. Yeah they'll peel off some customers from the existing girls, yeah they'll drive some of the more autistic unicorns away. BUT they'll increase overall viewership by appealing to an audience your kawaii animoe girls can't pull in.
Cover is a business. HoloEN has few avenues of income. They have to maximise revenue to stay relevant within the company.
