It mean they didn't started out as a vtuber and transition into it. It basically like Amelee who already had a 2mil channel which had nothing to do with the vtubers but suddenly decided she want to become one. Instead of starting all over from scratch she just took her current channel and rebranded it as a vtuber channel.
Nothing wrong with that itself but you can't really compare them with folks who started out as vtubers.
