Anon, I've studied history and I can tell you that forward thinking doesn't always mean smart.

The Ancient Greeks had rudimentary steam engines, and even a rudimentary analog calculator, but never did anything useful with this knowledge because they didn't see a reason to use it.

Archimedes built a lens array that could focus that suns light into a ray of light that could set ships on fire, however after actually using it to save a city from invaders he was told to destroy it, and made to apologize for "ungentlemanly behavior".

You can also apply this to East Asia. The Chinese and Japanese had gunpowder long before Europe did, but only used it for Fireworks. It took Europeans armed with rifles showing up on their door step for them to figure out that you could use it in a weapon.

Its entirely possible that the Kronies are forward thinking, but don't do anything useful with their technology for cultural, philosophical, or societal reasons.
