As a chronic lurker, I can finally address a topic here as an expert.

1)Please don't
2) Get them treatment for the chronic anxiety
3) Some people in /here/ refuse to chat because this community LOVES talking about viewers, so you might want to consider that first.
4) Some of your chat might be multistream drifting. You can go full menhera like Rushia and tell them to watch you and you alone, or be mindful of who your audience is watching and not stream at the same time as them. This is easy to find out on Twitch since it doxxes the lurkers. This is also why I use incognito mode.
5) Literally ask them to say something. Thats how Slugma got me. Korone has the "hey guys" trick to summon foreigners. Even as a wreck of nervousness I can tell you: I don't chat because I fear my words might not be well received, but if you give me a cue I will.
6) Honestly even if you do all those things it might not change. Some people have their own personal reasons not to talk on streams. As your audience grows it should happen naturally.
