The program creates and prints a 6x6 grid of characters. The encryption part is non-functional because the keyNumbers array, which controls the rotation, is empty. If keyNumbers were populated with integers, the RotateGrid function would modify the grid by rotating rows and columns. It is likely that the number of elements in that array is 12, to rotate all rows and columns of the grid.
The goal so far is to get the keyNumbers array, then use the output as a key to decrypt the message given in the description.

One anon found a possible relationship between these groups of characters, perhaps one mapping the other through a series of rotations, the same rotations could be applied in the code given.
