It depends probably on the school of undeath magic they're using. For example in Warhammer the Nehekharan liche priests basically just became living dead without physically dying due to their research into the magic of Usirian, god of the underworld. But Nagash changed it up and found a way to resurrect the deads from death which is why Arkhan became a liche after he was killed in battle. And Nagash himself is a "typical" lich since his body is his phylactery, only he's more powerful since he can be crushed into atomic particles and still be re-assembled over a thousand years. And Constance Drachenfels (who is better than nagahs because nagash is a loser) is basically a caveman ghost that got necromantic magic from contact with space magic rocks before Chaos entered the world and just possesses corpses like a malevolent ghost.

In harry pooper Voldemort's horcruxes are basically just phylactery but JK rowling wanted to be special and make her own thing/didn't explicitly say voldemort was a lich. But typically Rushia would probably want to have phylactery around to store her soul in so she can return to the mortal world, keeping her soul anchored from the underworld.

people were talking about an undead group with mori, rushia and ollie but they forgot mel, vampires are also undead.
