It's when you restrict blood flow to muscle groups while training. Generally using some form of constricting bands.
Don't know about the specifics, but I guess it's a bit like low-oxygen training except this would also restrict various nutrients and whatnot.

Looking at the above it seems like it also tricks the brain to generate extra growth hormones or something along those lines.
