Information particle for the 0 energy quanta... To get real nerdy about it all things have energy, even information. A theoretical computer with zero heat losses would still consume energy because it manipulates information. So it would be more like a "minimal energy" quanta, unless there would be a particular interest in them being a 0 energy quanta. I think this would be supported by the system quite well. Perhaps that would be the main form of magical radiation emitted by chuubanite that is not particularly active.

Funnily enough, you're the second person to get an idea for Ork-esque reality warping. I think your implementation is more plausible than the "makes tech work" thing, though. It could be seen as the chuubanite contained in the creatures influencing their development through magical lamarckian evolution, a bit like deadbeats, and nudging them towards the perceptions of people in the region. If you like the idea, I think we could make it work.
