The filter is inherently discriminatory against people with disabilities, such as learning disabilities or unusual speech patterns. It's designed deliberately to be that way by presuming malice on the part of the user even when the meaning and use of the word are clearly explained in a single message.

tldr The devs are actively and intentionally discriminating against people with disabilities by implementing a filter. Does Twitter know? Should someone tell them?
