Oh jeez I hope I am not responsible for that timeloop because I didn’t put an explanation there.
Ok so I have 2 Perspectives:

In Universe: (mostly head canon, not that important)
/who/ relationship with /kfp/ is semi-fraternal based on interwoven and similar deities.
To be clear, I highly doubt that chickens would go to war to enforce the status quo in a far away country.
However economically and diplomatically at first /kfp/ would give /who/ a sort of Carte Blanche for their actions in /uuu/ territory

Out of universe: (actually what impacted the decision)
This is, as far as I know, the first and, if we solve all of these territorial disputes diplomatically, the only opportunity to develop some kick ass Insurgency lore.
I want to read about supply carriages being stolen, puppet governments installed, rebels being secretly supplied, military camps set ablaze and collaborators being stabbed in cold blood…
Most importantly designating /uuu/ as theoretically “under control” by /who/ but only major cities with the resistance being in control of the rural 70% of the country gives us an easy “out” in case a /uuu/ rep comes back and want’s to do more:
/who/ cannot afford to keep sending military support to the puppet government, the insurgency wins (with or without foreign support?) and a new government is formed
