I saw this retardation being spread around and the thread archived before I could reply so I'll just post here for posterity.
The translation is garbage.
The question is
> Is the number of livers graduating as expected? If it is unexpected, what are you thinking about to prevent it from happening again?
The translation on the pic is implying that they do not include terminations in the counter, but the answer is simply addressing the cases where there is no violation of policy.
> We will discuss our answer with the preamble of ignoring the cases that involve compliance violations and flaming incidents.

The answer of course is the infamous Riku clown statement, which is ALSO a hilariously bad translation -
> There's instances where the liver expresses the will to go for a job or life other than being a VTuber.
> It's sad when a liver that demonstrates a lot of talent quits.
> We communicate honestly with our livers and respect their wishes before sending them off.
> As a company, we recognize that slander and lack of support are the important issues that cause people to pursue careers other than VTubing.
