I think Suisei and Toko are pretty much best friends tier. You would only go so far between companies if you're just friends. The amount of stuff she could or would do might be lesser overall, but she constantly strives to do things with Toko and will do anything in her power to make it happen despite the company boundaries.
It might just be me and my conspiracy theories, but there's been a couple of coincidences between Toko and Suisei.

I dunno if it's some behind the scenes strings being pulled or if it's just Suisei's protagonist power at work but it's something nice to think about

Aside from that they constantly meet up IRL to hang out and they include each other in each others' performances. Suisei stays up long enough to even reach Toko's morning zatsudans and she responds to them every now and then. Toko's probably her biggest friend outside of LupiRan and outside of Hololive
