The shota stuff was a joke that fans took and ran with. Since she did the onee-sama trope and said that she often pictures chat as little kids because it makes it easier for her to perform. She's not actually into shotas.
There's also her oji-san thing but not sure how that plays into things. Just something that pops up in playthroughs. Even Flare has pointed it out in her chats.
Also given Noel's second persona, it makes sense to admire women's beauty and sexuality. I'm not going to go too much into here but Being a big breasted beauty herself she admires the same type and helps with her work.
All in all, is she gay? Probably not. Is she into Shotas? No. Does she seek companionship in her friends to fill the void? Most likely. There's more evidence to say Noel is straight or bi than that she's a lesbian. If you want to play with that trope, go for it, but just know it's likely not true but it's always fun to play pretend.
