Increasing elevation works, but not enough to lead to climate change by itself. You'll probably need at least 2km of height to put a tropical savannah climate into somewhere that has a subzero monthly average temperature, and I think Bhutan doesn't experience continental climate until ~3km. In practice, your change will lead to more subtropical highland in nijimale, which is more like an eternal spring since they don't experience much seasonal temperature change.
From what we can tell so far, nijimale would have to have a supernatural source of coldness to achieve that, which would lead to other implications that also affect the weather and climate of nearby places (for one, we can probably assume there will be a constant high pressure zone in inland nijimale, which will result in a constant wind blowing towards the coast and lead to less rainfall across the board). Then again, it's magic, so it can basically do anything people want it to, so the other implications can always be magic'd away.
You know, if Emma really wants snowy places, it's not my place to object to it despite everything. I don't want to be the one who just rains on people for not sharing the same priority as mine.
