Yea but there's no point to making an arrow gun when you've got crossbows if its only good for hitting one person.
As a lunaito, I think we'd need a specially trained guy to fire a chuubanite arrow since it would be made with the intent of breaching castles or it would be an ancient weapon meant to kill monsters. Probably also a special bow that's since a bow that powerful would just shatter if it wasn't reinforced (lunaitos of the thread, should we make more monsters to represent luna's monhun streams?)
