If you're new to fighting games, SFV is pretty terrible as a starting point.
When they made this game, they hired a pro-player to balance the mechanics. It's one of the biggest reasons why it was terrible at launch. That guy's long gone alongside Ono.

Nowadays, it's pretty decent but it still does a terrible job at explaining how the game works to new players.
The story mode doesn't even help to ease you in like most other fighting games. It was only made to advertise new characters from season 2, and to bridge the story between SF4 and SF3.

Content wise, yes. It even has an animated cutscenes in story mode. SF4 is fucking terrible though despite everyone's nostalgia for that garbage.
