mechanically I agree, but dishonored's system is pretty cool flavor-wise. if you ever get seen without your mask, wanted posters have your face and name on it, and the loudspeakers/guard dialogue around the city specifically state you're going around causing chaos. if you get seen wearing it, no one knows it's you, so they only show the mask and refer to an unknown dude committing crime. if you never, EVER get seen, wanted posters are just a question mark, and everyone is terrified of you.
