She's just designed in a more old-school magical girl loli style. There's a sliding scale from cute girls who are meant to be both small and cunny but at the same time with gorgeous and breathtaking traits, to loli characters who are more down-to-earth everyday lolis, to the more little goblin/gremlin looking mascot types. Good old classic Sailor Moon leaned into the former with girls even having princess traits, which Bijou's design has as well.
Pic related, with some people crediting her for popularizing usage of (To)"moe" as well as its association with loli I know people consider Crystal design blasphemy but it came up first in search and it's closer in artstyle to Biboo anyways than the 90s style

It's a pretty different vibe than what you may get from, say, older fanservice like Kodomo no Jikan/Strike Witches, or CGDCT lolicon havens like idk Gochiusa.
Within Holo, a princess and magical girl is certainly more conventionally attractive than the big poofy base designs of Gura or Lap, who both show less skin and lean more on the mascot side of things. Other lolitubers also have the debuff where their voice is too deep for the cunny model, which doesn't really impact Biboo.

Also, weebs online of late keep being silly with "unironic lolicon" or the loli vs not-loli breakpoint discussion, and trying to lewd cunny on the goblin/mascot side of the scale as loudly and aggressively as possible, which may also just be suppressing your potential interest. Been into this for decades and stuff like the Spy x Family daughter is way outside even my strike zone, girl looks like a damn South Park character in every other frame.
