this is just my conjecture but
1. it requires a lot of planning, artistic vision and interdisciplinary skills to be executed well; not to downplay the difficulty of being a traditional vtuber but it takes a different skillset
2. in the unlikely event that you succeed, it seems somewhere between difficult and impossible to monetize it; tsugu does have some merch but i don't think you could ever begin a project like this expecting it to be much more than 'art for art's sake'
that said, you're right in that there's a lot of unexplored storytelling potential in the format and i wish more people would give it a shot
