If you threw me the name without no more info, I would have assumed that it would have been some sort of project/program were cover would have a separate set of rules for fan works, one to keep them non profit and another to allow monetization of their IP like some sort of "license" in exchange for like 10% or 20% royalties, it would be like outsorcing but way better, here the development of games not only would be free, your slaves would pay you for it, and also the sheer amount of works released to get a piece of the pie would act as free advertisement.
