Touhou kind of declined when Kancolle came around and Kancolle had a pretty thriving music scene with lots of Touhou producers also producing Kancolle music on the side and tons of doujins etc.
Then Kancolle died out and was replaced by a general mobage/gacha trend but those fanbases focus more on art and doujins than music.
Vtubers are probably the closest but still don't have such a unified community of creators doing original content for them. Part of that is because Touhou is pretty much copyright-free and anyone can make whatever they want using the characters, something you can't really do with vtubers due to them being real people.

I wish something could revitalize the Japanese doujin scene the way Touhou did. It's actually really stagnated as Touhou did, nothing has inspired creators that much and gacha games are fucking trash.
