Depends, really. If it's largely set in political dealings and different country leaders fighting for power, I wouldn't be that interested. If it was done like Kingdom and set in ancient China or something, that would be better than a modern war setting, in terms of political struggles.
If someone were to make a modern military fic it would be far more interesting seeing the perspective of the soldiers on the ground, fighting for their lives. Maybe you could have Anon be a grunt assigned to a squad of chuubas, and he learns to love and protect them while going through the horrors and pains of being on the frontlines. He could start out as a private but achieve something great that turns the tide of the war and get commended as a war hero. Maybe after growing close to his teammates, he sees a way for a large battle to be won, and disobeys his superiors to lead his squad on a suicide mission to give their country a fighting chance. Man, I built on that so quickly. You could also take the special operations route and have Anon be part of a task force that works behind the frontlines, capturing terrorists and informants a la Call of Duty.
