I had considered all that myself, but without having used Adobe's tools I couldn't really imagine how they'd cut down the time much over Shotcut. The process would go something like this:
>Watch the original stream and try to note down when certain scenes I'd want to clip happened (time investment of however long that was)
>Load up the stream in Shotcut, start locating and cutting out those segments (this would take longer if I watched the stream live since I wouldn't have precise timestamps, only rough ones relative to the start of the stream time)
>Inevitably end up with too many segments to fit into a clip that maintains the 10% runtime rule and decide which ones to cut and from there how to structure the clip and if there's a particular theme I want to focus on
>Start editing the segments themselves, precisely cutting start and end points and cutting bits in the middle for flow, then arranging in the timeline and adding fades
>After this, edit in the handful of visual gags I came up with and match SFX*
>Once satisfied with the editing, watch everything for QC and then export
>Start adding subs with Aegisub
>Watch through again for QC and export
>Upload and watch one last time for QC then publish
The thing is that since it's generally very simple, tedious work of cutting down and editing a video stream, Shotcut already makes that quite simple. So the only area I could see having pro software making things notably easier was in editing in gags, which was actually only a considerably small part of the overall process, time-wise. It'd probably be something like
>Locating moments to clip and cutting them out (10%)
>Editing segments and structuring video (35%)
>Gag editing (25%)
>Subtitles (30%)
So yeah, I didn't see learning a new tool suite as being very helpful for what I was trying to do. I suppose if you wanted to have more fancy visual presentation it would help, but that's not the kind of thing I like to watch and so it's not what I wanted to make either.
Also, a lot of the gag time was taken up by locating images and SFX in online libraries like Irasutoya and then doing external image editing. So that's also not something the choice of video software could help with much.
