You make a really good point, actually.
Limiting chat with such a long time requirement creates a huge barrier to entry; any first-time viewers who find themselves in Elira's stream won't be able to interact with her during that specific stream even if they DO subscribe, so they'll probably just bounce off and go watch someone else who doesn't require them to commit so hard.
Those new viewers might also be curious why the chat restrictions are so demanding in the first place, which would naturally lead them to investigate and find out about the drama. In Elira's case specifically, the black screen stream is really damaging here, since it's the first thing that shows up if you try to sort by her most popular streams.
The restrictions may be effective at filtering out hate comments/dramafags, but that comes at the cost of ALSO filtering out a lot of potential new viewers. No wonder they aren't gaining enough new blood to compensate for the lost subscribers.

I see people use the term pretty frequently in online games and stuff, though mostly to refer to someone's mental fortitude rather than their mental health.
Like, if someone is a sore loser who goes apeshit at the slightest inconvenience you'd say they have "weak mental", but someone who's chill and rolls with the punches has "strong mental".
