I doubt there are enough good hires among the active Russian-speaking chuubas even for a 3 girl gen. No clue about regular ethots, but I believe all the weeb ones have switched to being chuubas at this point anyway.
The biggest one, Mana, has openly said that she would rather pursue her career in design, and vtubing is just a hobby for her.
Planya is actually good and would fit well. But she is pandering to China, so joining Hololive would attract a ton of antis.
Amina is probably the only truly good hire.
The other indies that I'm aware of are too inexperienced and boring.
I think WePlanet joining Nijisanji at some point in the future would be an alright deal for both agencies. But right now WePlanet girls are honestly doing fine on their own.
