How did you upscale >>46709837? I'm assuming you used the upscaler in the 'extras' tab or maybe an external upscaler.
Don't do that. Use highres fix in txt2img with a scale factor of x2 with a denoising of 0.5-0.6 on latent or latent(nearest-exact). Also try using the dpm samplers, they're generally better quality, if a little slower.

If you're still not satisfied with the size, after you highresfix you can go to img2img and use the SD upscale script at 0.25-0.35 denoising
