in ways that people that actually play rpgs care about, kind of, yes. as a videogame that you can mindlessly hack and slash in, nah because skyrim is an improvement in that aspect. not to say that oblivion is perfect or even amazing, its just that even when people complained that 4 was dumbed down from morrowind which was dumbed down from daggerfall, they managed to take it another step with skyrim. there was a big meme about how the next fallout/elder scrolls would have two stats and two skill trees, health and damage
