There's only been two instances outside of Tempus where a gen has deliberately launched with 4.
It's always been 3, 5 or in one case 6.
Gamers and Uproar. Both of which are considered "distinct" from the other generations by management as the subsequent gen numbers don't take them into account in the case of Gamers and this distinction has been explicitly stated in the case of Uproar.

Now one could say Tempus is the same here. But we already know that EN management isn't doing gen numbers and instead has each gen identified with its own name (Myth, Council, Tempus) and for any doubters this was explicitly stated multiple times during the launch of Council.
So Tempus isn't distinct exempting it from the typical rule of 3 or 5.
Meaning. The 5th member memes may be true.
