Within the context of Japanese films, that is the greatest crock of shit out there. Category 3 films like the Guinea Pig films had a cult following there, the first two in particular for being faux snuff films for the time. That's also not getting into some relatively violent JP films during the 80s like Evil Dead Trap.
It's just that vidya is probably only viewed as kids entertainment there or something. It probably explains why something like Yakuza/Like a Dragon is probably considered "graphic" there even though it's relatively tame.
