Alright, I think I've fully figured out the solution to the glacier conundrum. Since there is no soil, the snow is the soil. Since the way a glacier works is by continuously having more snow added on top, compressing the snow beneath into ice, this means that stationary life in the snow is continuously migrating upwards. For example, the Ice Grass is growing at around the speed at which the snow accumulates, so that as snow piles up on top of it, the part of the grass that is now buried becomes the plant's roots. Similarly, the Cryoplankton is continuously migrating upwards through microchannels in the snow so that it stays exposed to sunlight.
The growth of the ice grass and the churning effect of the tenzal worm fulfill the role of breaking up the snow and ice into granules more suited to the growth of pseudo-vegetation, digging behaviours, and prevent the compaction of surface snow.
