To put it in simple terms, think of Invaders as someone in NG+ while normal gens are a fresh character start.
Although Dizzy and Ember are using different models, they've kept and can use all their assets from beforehand. It's just they decide to use the new stuff rather than reuse anything before Phase for whatever reason. You might get a random bit here or there, like Dizzy bringing up Slugma out of the closet though.
