In Rosemi's tier list stream, they made a point in saying that although Nina is a god of luck, her powers don't seem to work on herself as it's a known thing that she is canonically in debt since her debut stream. Therefore, they liken her to a support unit who can buff others, but not herself. Since the tier list is about how powerful they are individually, and she has never shown any other powers or feats, they couldn't justify putting her any higher.

Pomu is undoubtably the strongest NijiEN if you actually analyze her feats in canon. If you're unfamilar with Cursed Pomu and is wondering why a fairy* is this powerful, take a look at these couple of posts:

Essentially Cursed Pomu at base is pretty even with Full Power Rosemi (rightfully at NijiEN's top tier - >>32318288 is a good showing, but is technically not her strongest form), but the fact that Pomu has multiple ways of boosting her power level beyond that AND has actually shown multiversal feats puts her above Full Power Rosemi, who's greatest feat is destroying an entire timeline (Universal+).
Even if the NijiEN members themselves are not aware of this fact, feats are just about the most reliable way to gauge power level, so objectively she is the most powerful NijiEN member; directly comparable to hololive's Bae and IRyS, believe it or not... which brings me to the next point.

Personally I think 'Gods' should be renamed to 'Multiversal' since that's what "above cosmic" is. And as you have pointed, it can give off the wrong impression since some people will assume the species of everyone there are god when it's supposed to only refer to their strength and nothing else.
