Just checked https://www.fromsoftware.jp/ww/faq-other.html and they clearly and explicitly define "broadcasting on the internet" as commercial use, and explicitly call the opposite of that "personal use".

it truly doesn't look like they're talking about "monetization", but making the distinction between personal use and professional use
