The only one I can think of that doesn't take a cut is VOMS. GYARI lets Pikamee and Tomoshika keep their channel revenues (after google takes their cut), but he holds copyright and keeps the merchandise revenue.

Pika has made over 200k in superchats since her channel started. TMSK is only around 35k. I don't know where you can find how many members they have, but that's $5 each. Ad revenue is probably inconsequential. Pika's raking in cash and TMSK is making a decent income considering she lives with family.
