For a more serious answer, I feel it's not that uncommon? I feel like fish is one of those foods where unless you grow up with the experience of eating and cooking it, people don't try cooking it for themselves because they assume it's going to be harder than it actually is. And a lot of dishes use things like mentaiko for flavouring/sauces instead of straight cuts of fish. I've stayed in Japan before and I don't think I ever once ate fish at "home", not when you can go out and get good sushi or street food.
