There are still more Japanese companies that let chuubas stream than there are not. You can't lump all of Japan under being the same as those three companies. Instead of just saying you don't know the real reasons, you just imply that Japan is rude and doesn't want to allow specific types of freedoms based off the unexplained actions of three major game companies.
