Right off the bat I think a couple of questions I'd have would be: what would the base be made out of? would there be machinery? how big? who/how would you staff it? how much traffic are you expecting to put through it?

Some of the finer details should be in our lore docs, but tl;dr for your purposes here would be: its mostly based on forest density. Hence why Risuners can visit us for longer periods like they have been as long as theyre careful and diligent about how much time they spend in the forests. Since were talking navy, individuals should mostly be ok on shore lines for a year or two before they'd be hit with anything noticeable.

By the time a sapling has undergone enough saplification to be able to sprout a whole flower, their body would be the thing affecting the growth more than the environment, so it would depend on the sapling.
If they felt particularly intune with their forest during a certain time of year, then they might bloom then. If they were more of a social sapling then they might bloom according to their mood or their willingness to be reproductively available.
