for the most part it's just the natural difference between races. Black people perform worse at everything, so they achieve less. That's blamed on "discrimination". To be fair there were some obvious areas that were legitimately discrimination, but those were patched relatively quickly.
Separating blacks to their own neighborhoods, that was just so they didn't destroy the white areas. When the segregation was ended, whites were basically kicked out of the cities forever.
