Cover won't release new EN members anytime soon since they want to maintain a JP supermajority to appease their Japanese audience and investors. The ratio of non-JP members to JP members can never go above 2:3.

Hololive JP = 35
Hololive ID = 9
Hololive EN = 10
Holostars JP = 13
Holostars EN = 8

The total non-JP to JP members is 27 to 48. That puts the ratio at 1.6875:3. If they add 5 more EN members, that would put the total to 32 and the ratio would be exactly 2:3. Either Gen 7 will happen first or some of the non-JP members have got to go.
