I think it would depend on the time and their motivations, I could easily see them being rivals in terms of attacking each other for certain raiding routes but I could also see them temporarily uniting in order to assault the Black Fleet since they're a common enemy to pirates everywhere.
Also I've realized that a global war between holo and niji isn't optimal, or at least no longer optimal in the way it was previously envisioned. Instead, a global war between multiple different nations happening all at once simultaneously, is FAR more grand. I think a /hlg/ united army would still exist and it would probably still make an attempt at invading through /mhm/ and /ehe~/ but I think it would be much better if instead of that being a focus of the All Out War scenario it's instead a catalyst to dissolve the idea of corporate alliances as a reflection of how Hololive Reps in /vtwbg/ are no staying totally within their own territories as they did in the past and are now expanding outwards to make alliances with other corpos. The Niji invasion would probably go something like the irl crusades where the initial attempt is semi-successful but eventually, all occupying forces are forced to make a hasty retreat as the counter offensive essentially severs the invading force in half and annihilates the vanguard. A humiliating defeat that has a butterfly effect of undermining the alliances based solely on shared corporations which eventually leads to wars within the "Holoterritory" for historically tumultuous land
