I throw down some fast bullet points (sometimes), build the story as much as I have time/patience/motivation for, and carry on with life, usually getting a solid start in ~an hour. Sometimes taking that start is enough to break open the dam and let me finish a story, sometimes I still have to come back to it.
Solidifying an idea in my head makes it harder to start writing. I start over-analyzing where I'm starting compared to where I know I'll end up, and adjusting things in my head. That changes where I'm going, slippery slope, etc. Throw down the frame of the house, get the sides and roof on, then we can whittle out the cabinet details later.
