different boards have different post limits, we inherited alot of our settings from /jp/ and they had 1500 post limit too, along with a one hour thread creation cooldown
Incidentally the reason why pol and /vt have such a high number of threads created per hour despite having similar posts per minute is because they have a five minute thread creation cooldown
